On the occasion of 10th Anniversary of HEDO foundation (from 28th March 1990 to 28th March 2000), I would like to extend my sincere regard and warmest congratulation to the all of HEDO cadres and staffs and distinguished Vietnamese and International guests. Over ten years since the foundation day, HEDO cadres and staffs have made great efforts, overcome a lot of difficulties and challenges especially in upland, ethnic minority, remote and isolated areas and had cooperative relation with many international organisations. HEDO has also had close collaboration with agencies and organisation from Central to Local level in implementing Culture - Education - Science - Health and Society programs which makes great contribution in the achievements in these areas. They are encouraging works which are in accordance with the State and Party policies and guidelines of national industrialisation and modernisation, initially rural and agricultural industrialisation and modernisation.

On this occasion, I highly appreciate and warmly welcome the achievements HEDO have gained; at the same time I would like to sincerely thank international organisations as well as domestic agencies for supporting and cooperating with HEDO on effective works.

I hope and do believe that you will continue to unite, spare no effort to bring into play in the HEDO achievements in order to confidently step into new Century and Millennium.
