Background information:
Justification:
Bac Ha is an upland
district located in the North East of Lao Cai province. It is adjancent
to Si Ma Cai distric in the North, Ha Giang province and Bao Yen district
in the East, Muong Khuong district in the West and Bao Thang district
in South. The per capita income is 1,800,000 VND/per annual. Bac Ha
is a extraordinarily disadvantaged district (20 out of 21 communes
are clasified as disadvantaged communes of Vietnam which is beneficial
for Policy No135). The economy is underdeveloped and material
infrastructure is difficult. Number of poor household is 3301 out
of 8307 (account for 39.74%). Bac Ha district
has 20 communes and 1 town, 213 villages. The total population in
the district is 45,982, in which 22,667 are women, 39,285 are ethnic
minority people. The population density is 64 per km square. There
are 17 ethnic groups living together with 40% is H’Mong ethnic group.
In the district, the production capacity
and awareness on environmental preservation is limited. Burning forest
callously for rice field has eroded the land, make local climate becomes
harsh. Consequently, forest fire continuously happens and many rare
species of animal is in danger of extinction.
Decription
of location: Natural area of Bac Ha district is 68,678
ha, in which 12,442 ha is agricultural land (account for 22.5%), forest
land is 19.101 ha (accout for 27.8%), unused land is about 36,232
(account for 52.7%). The average
height comparing with sea level is 1,000 m (the highest areas is 1,532m).
The semi-temperate climate is coverage about 2/3 of the district,
humidity is about 87%, average rainfall is 1,800 mm/year, average
temperature is 18.30C. Agriculture and
Forestry are the main sectors of the local economy. In the agriculture,
planting is the key production with rice, maize and cash tree such
as tea, soybean. The fruit trees, which are suitable for local climate
and land, are peach, pear, and plum. In the forestry, the main trees,
which are planted, are pine, bead, mo tree, lat tree and tongqua tree. With above-mentioned
characteristics on economy, climate and land the local government
put forward the policy of combination between agriculture and forestry.
Planting fruit tree and reforesting aims to expand the area of source
and protection forest, increase the coverage of tree on bare hill
and unused land, develop economy so as to enhance living standard
of local people. In order to develop
local economy and living standard for local people especially teachers
and pupils, District Office of Education and Training find it necessary
to plant fruit tree and reforest with advanced technology.
Beneficiaries: Firstly, the direct
beneficiaries are pupils, teachers and staff of District Education
branch who are also the main human source of the project. Besides,
the project also improves local environment and develops economy for
people in the district to be beneficial. Success of the project
will contribute in educating local people to have habit of preserving
environment, preventing flood and keep the clean and green environment
in their action.
Relation of this
project to LEF objectives: The project is in line with LEF objectives
in the aspect of tree coverage on bare hill and unused land to preserve
environment and make climate equable in locality. In addition the
project contributes in increasing awareness of teachers, pupils and
local people on environment preservation. 3. Project description:
Overall goal: To expand
the area of protection forest by planting tree on bare hills and unused
land and increase awareness on environment preservation for teachers,
pupils and local people in Bac Ha district, Lao Cai province.
Objectives: Objective 1: To plant fruit trees
and timber trees on 23 ha of hilly and bare land of Bac Ha district
(which accounts for 30% of total areas of the whole district). Objective 2: To raise awareness
on preservation and proper use of natural resource and environment
preservation for 85% of teachers and pupils from primary to high school
level in the district.
Expected outcomes:

23 ha of hilly and unused land in the district are planted to maintain
ecological balance, improve and preserve local environment.

Teachers, pupils and local people are provided knowledge and experience
on environment preservation.

After five years of planting and taking care tree, the output will be gained: + Annual output
of fruit trees: (9,200 tree x 80% live tree) x 20 kg
of fruit x 0.3 Euro/kg =
44,160 Euro These fruit will
be harvested for at least 3 years, therefore: 3years x 44,160Euro
= 132.480 Euro. + Timber tree: (100.000
trees x 70% live trees) x 15 Euro/tree
= 1,050,000 Euro Role of beneficiaries:

Teachers and pupils in the Bac Ha district will be the main human resource
of the project. They will directly participate in planting and taking
care trees.

The teachers are responsible for educating their pupils on knowledge of
environment preservation and communicate local people on the importance
of planting tree, reforesting and protecting forest.

During implementation process of the project, Project Management Board
is responsible for monitoring, directing and evaluating the project
in order to ensure effectiveness.

After finishing planting tree in
Month 5, Education and Training Office of Bac Ha district is in charge
of directing teachers and pupils to take care tree. Once a month,
2,000 pupils and 300 teachers participate in cutting grass, spraying
pesticides, getting rid of useless tree and replacing new trees. Every
Saturday or Sunday, they water the trees. 4. Required inputs:

Project Manager: Prof. Trinh Ngoc Trinh – Director of HEDO who has been instrumental in mobilizing
funds and successfully implementing more than 80 programs for the
undeserved ethnic minority populations in the Highlands of Vietnam.
Prof. Trinh Ngoc Trinh has a close relationship with the Central Government
Office of Vietnam, especially with the Ministry of Health and the
Ministry of Education, which enables him to mobilize government and
community support as well as participation in HEDO’s activities.
